Water and Sewer Utility Billing Corrections

​City agencies overcharged Park La Brea for water and sewage services, and those overcharges were passed through to residents in their monthly utility bills.

What Happened

  • Residents' monthly water and sewer bills included charges that were higher than the actual cost of service for seven consecutive billing periods (April through October 2025).
  • After review, Post-Payment Adjustments (PPAs) were applied to correct the amounts, resulting in credits owed back to each unit.
  • The breakdown below shows the original charges and the corrected amounts for each month.

How It Works

  • Water and sewer costs for the entire property are split among all units using a "lease factor" based on the number of people on your lease.
  • The lease factor accounts for the fact that two people sharing a unit use less water than two people in separate units.
  • The property-wide cost is divided by the total of all lease factors, then multiplied by your unit's factor to produce your charge.

How Corrections Were Calculated

  • Each month has two sets of figures: the original charges billed to residents, and the corrected charges after the Post-Payment Adjustment (PPA) was applied.
  • The difference between the two is the credit owed to your unit for that month.

How Billing Works
