PLBRA History

The Park LaBrea Residents Association began through the efforts of Paul Ash, former President, who set out in the fall of 1988 to fight what he considered an unfair Capital Improvements law affecting Park La Brea residents. A meeting was called, and it became the first PLBRA Annual Membership Meeting.

Now, many years later, Mr. Ash and members of the Association, all volunteers, can look back on a long list of notable accomplishments.

Mission Statement

The purpose of the Park LaBrea Residents Association (PLBRA) is to protect residents’ rights, to provide a viable liaison with Park La Brea Management, and to contribute to enhancing the quality of life in our community. PLBRA represents the residents of Park La Brea. It is their voice in this changing community.

The Park La Brea apartment complex consists of 4224 apartments and boasts a culturally diverse population ranging from 11,000 to 12,000 residents. It is located on 167 acres in the heart of the nation's second largest city. It is in fact, a small town or village.

Political/Legislative

PLBRA  actively monitors the political and legislative activities that influence the rights, economics and quality of life of Park La Brea residents.

• Strongly opposed the sprikler retro-fitting of the 18 Tower building in the recent past, saving residents an average of $175.

• Opposed commercialization of the Pan Pacific Auditorium.

• Succeded in getting limits put on Capital Improvement pass- through, saving tenants thousands of dollars.

• Helped eliminate a parking garage tax.

• Took a stand on Gating and Fencing pass-through.

• Supported interest on rent depostits.

• Opposed a plan to replace the PLB tennis courts and the Recreation Center with new apartments.

• Supported Rent Stabilization.

The Association has also worked closely with the City of Los Angeles to improve safety conditions on Hauser Blvd. And it has worked continually with Park La Brea Management to improve the quality of maintainance services, heating, grounds care and noise control.

Management Liaison / Community Safety and Security

PLBRA is the liaison between Park La Brea residents and Park La Brea Management. It is our goal to be of assistance to residents on matters of service, safety and just economics. We believe that the practice of constant and consistent communication with PLB Management, and a policy of maintaining a tough but friendly and trusting relationship with Management is the best way to fufill this responsibility.

Enhancement of The Quality of Life at Park La Brea

Our goal is the improvement of the quality of life for the diverse cultural community of Park LaBrea.
