The purpose of the Park LaBrea Residents Association (PLBRA) is to protect resident's rights, to provide a viable liaison with Park La Brea Management, and to contribute to enhancing the quality of life in our community. PLBRA represents the residents of Park La Brea. It is their voice in this changing community.
The Park La Brea apartment consists of 4224 apartments and boasts a culturally diverse population ranging from 10,000 to 11,000 residents. It is located on 167 acres in the heart of the nation's second largest city. It is in fact, a small town or village.
Latest PLBRA / Management Meeting
PLB Management reports that the elevator Preventive Maintenance program is proceeding on schedule.
During 2014 Elevator Modernizations will take place in Towers 33 & 37.
Elevator Maintenance Technicians are now on duty 5 Days per week at Park La Brea.
Communications with Schindler Elevator Maintenance has been improved to facilitate PLB’s goal of “Quick Up” elevator operability when an elevator goes down.
PLB Management will provide e-mail notification (E-mail Blasts) to tower residents of elevator malfunctions in their respective towers. [If you desire this service please provide your e-mail address to the PLB Administration Office]
Print notices as well as electronic bulletin boards, where available, will also be utilized for this purpose.
Burnside Circle Fountain
PLB Management reports that the Burnside Circle Fountain, which has been undergoing overhaul, will be up and running in December.
A Special E-mail Address (email@example.com) has been set up to facilitate resident communication with the Patrol Office.
Your e-mail will be viewed at both the Patrol Office and at the manned Gatehouses.
E-mails will be monitored on a 24 hour basis.
New General Manager
Chris Scroggin of Prime Group has been appointed interim General Manager of Park La Brea.
Cultural Programs – 2014
PLB Management will be funding a number of exciting cultural programs for the New Year. These events will be offered FREE to Park La Brea residents and their guests by the Residents Association. [Specific event details will be provided in forthcoming issues of the PLBRA Newsletter and will also be available on the PLBRA Web Site.]
PLB Management reports that many of the towers which do not have upgraded elevators are currently functioning with only One Operating Elevator. PLB Management states that, “one time repairs involving either major parts or component systems are responsible for this problem but that enhanced long run performance of the elevator systems will be achieved when this essential work is completed."
The elevator modernization program for Tower 36 (350 S. Fuller Ave) has had its start date pushed back to December due to fabrication requirements for key parts.
PLB Management further reports that they plan to modernize the elevators in two additional towers in the forthcoming year (2014).
PLB Management noted that parts fabrication requirements, for many of our elevator repair needs, contributes significantly to time delays in getting our elevators back in service. PLB Management further advised that certain "key parts" are now being fabricated for stock to expedite future repairs.
PLB Management’s goal is to insure that residents receive a Call Back for all Voice Mail recorded messages.
PLB General Manager Ron Bowdoin departed Park La Brea effective October 18, 2013 for a new position in the property management field.
Maura Daly joined the PLB Management Team on October 7, 2013 as the Director of Leasing and Marketing.
PLB Management reports that 9 towers will have been retrofitted to accommodate Apartment Washer/Dryer units by the end of 2014.
The Burnside Circle towers will require electrical grid upgrades before work can commence on Washer/Dryer facilities upgrades.
Cultural / Entertainment Events – 2014
PLB Management has agreed to support a number of cultural and entertainment events for the benefit of Park La Brea residents throughout 2014.
Subject events will be held at Park La Brea and will be Free
for Park La Brea residents and their guests.
These events will be under the supervision of the Park LaBrea Residents Association.
A/V Equipment at the Activity Center Theater
Upgrades to the A/V Equipment at the Activity Center Theater, both audio and video, will be made during 2014. The Park LaBrea Residents Association will collaborate with PLB Management to facilitate this project.
Based upon the independent elevator consultant’s report PLB Management is presently expanding its Preventive Maintenance program for PLB elevators.
PLB Management reports that Schindler, our elevator maintenance contractor, will now have a dedicated repair mechanic at Park La Brea, 4 days a week, assisted by a junior
mechanic. Furthermore, Schindler will be utilizing a team of mechanics to perform preventive maintenance throughout the property.
The preventive maintenance effort should be completed by the end of January 2014.
At that time all PLB elevators should be operating normally. PLB Management states that, “additional resources and materials have been allocated to this project.”
The elevator modernization scheduled for Tower 36 (350 S.
Fuller Ave) will have its start date delayed until October due to a lack of availability of key parts.
Future elevator modernization efforts will be determined after the upgrade work programmed for Tower 36 is completed.
The Voice Mail System at the Patrol Office is designed to convert voice mail to email to facilitate follow up response communication. The goal is to respond to voice mail inquiries within 30 minutes.
Patrol personnel are to receive additional courtesy training.

Upgrading of the A/V Equipment for the PLB Theater at the Activity Center
Subject upgrades, to include system programming, will be made starting in January 2014.
Children’s Play Areas
New ground cover will be applied and playground equipment will be inspected and repaired as necessary.
Area safety checks will be performed for all sites.
Able Building Maintenance has expanded Porter Service to insure that the public areas of Park La Brea are always up to standard. (Activity Center / Grounds / Tower& Garden Common Areas)

Pets – Dog must have Red Dog Bone Tag attached to its collar. Owner’s unit must have a Red Animal Sticker on the door.
Service Animal – Marking as designated by Service Agency
Companion or Comfort Animal – No Marking Required
(Both Service and Companion Dog owner’s units must have a Blue Sticker on the door)

No Meeting This Month
Meeting canceled. Management had an unforeseen scheduling conflict at the last minute.
PLB Management reports that the elevator consultant’s evaluation has been completed. Based upon the evaluation’s recommendations PLB Management is presently renegotiating its contract with Schindler Elevator Maintenance to provide greater preventive maintenance and more responsive emergency service.
PLB Management reports that it anticipates modernizing another set of tower elevators next year.
PLB Management’s “Number One Goal” is trying to rectify elevator problems at Park La Brea.
= ABLE Building Maintenance
Bruce Manning has been appointed Director of Maintenance Services (ABLE) at Park La Brea effective July 1, 2013. Mr. Manning is dedicated to both improving the quality of maintenance service and the responsiveness of the maintenance staff. PLBRA is planning to publish an article in the September PLBRA Newsletter introducing him to the community.
PLB Management needs your help. If you encounter a lack of responsiveness from Patrol at either the Patrol Office or with field assistance Note the Date / Time / Facts of the Incident and notify the PLB Administrative Office (323) 549-5400.
PLB Management is presently working with Patrol to improve the responsiveness of the Patrol staff and expand telecommunications capabilities and training.
A Crime Prevention flyer has been developed by Patrol (A copy of subject flyer is provided as an Insert in the August 2013 newsletter)
Patrol Office staff are presently receiving training on how to properly utilize voice mail.
= National Night Out
National Night Out, “America’s Night Out Against Crime” (August 6, 2013), activities at Park La Brea have been cancelled this year due to a lack of LAPD assets to support our program. [Note: An event will be held at Plummer Park in West Hollywood.]
= Activity Center
The following personnel actions were initiated for the PLB Activity Center due to the retirement of Activity Center Coordinator Mary Anna Jones in early July.
Sylvie Brousseau, Activity Center Supervisor, is now a full time employee.
Debora Gillman, Activity Center Coordinator, will play an expanded role.
= Smoking Survey
First steps are being taken by PLB Management and the Residents Association (PLBRA) to initiate a Smoking Survey at Park La Brea. The ultimate goal of this project is to create Smoke Free areas within Park La Brea.
A preliminary survey will be conducted utilizing the PLBRA Web Site (www.plbra.org).
