Latest PLBRA/PLB Management Meeting

                        11.20.19 
  •  Introduction of the New PLBRA Vice President
​ ROBERT SHORE, Esq. was introduced to the PLB Management Team as the new Vice President of the Residents Association by PLBRA President Bernie Clinch.
 
Mr. Shore has a distinguished legal career and is a partner in the Century City law firm Raines Feldman LLP.
  • New Windows for Garden Units
 PLB Management advised that the new window installation for Blocks 27 and 24A will be completed
during either the second or third week of December.
 
PLB Management further advised that Blocks 27A and 9 will be the next Garden Blocks to receive their new windows.
 
Chris Scroggin, Vice President Prime Group in charge of Park La Brea, (PLB’s General Manager), stated that, “subject windows will keep units Cooler in Summer and Warmer in Winter.”
  • Electrical Upgrades
 PLB Management reported that electrical upgrade work for Towers 33 (360 S. Burnside Ave), 34 (386 S. Burnside Ave) and 35 (351 S. Fuller Ave) is coming to completion.
 
Additionally a VISTA Switch is to be installed to facilitate the transfer of increased electrical power from LADWP to Park La Brea’s electrical grid for Towers 33, 34 and 35.
 
PLB Management advised that a short interruption in electrical service, approximately 45 minutes, will occur when the VISTA Switch is installed.
 
PLB Management will go door to door to distribute advance written notification of this power outage to the tower residents concerned.
 
PLB Management further reported that EV (Electric Vehicle) Charging Stations are to be installed in Garage # 4 (This will be the first phase of a property-wide EV Charging Station program at Park La Brea.)  
  •  Crime Prevention
PLB Management reported that:                                        a. Break-ins have occurred in numerous Tower Basement Storage Rooms.

(LAPD CRIME ALERT Flyers have been posted in tower lobbies.)
 
Residents should report suspicious activity to Patrol / LAPD. 
                                                                                      b. Package thefts are on the rise in tower buildings. PLB Management plans to initiate a parcel locker program in the towers.The first such locker will be installed in Tower 48 (435 S. Curson Ave).

(PLB Management reports that subject Parcel Lockers will be accessible FREE OF CHARGE to current Park La Brea residents but they anticipate that fees for this service will be incorporated into the rent of future residents.) 

PLBRA's VP recommended that PLB Management should try to shift the cost of the lockers to the parcel companies instead of to future residents.
   
   c. Residents should be aware that there has been an increase in assaults and transients on Fairfax Ave between 6th and 3rd Streets.                                 (Western border of Park La Brea)                                                                                 LAPD recommends being alert to your surroundings at all times.
 
(Report all criminal acts to the LAPD immediately.)
 
Police and Community . Working Together
  •  Continuing Airbnb problem at Park La Brea
PLB Management advised that due to Park La Brea’s status as an RSO (Rent Stabilization Ordinance) property Airbnb cannot legally register PLB Units on its Web site.

Unfortunately, Airbnb enforcement in this area has been inadequate to date.
 
PLB Management states that, “PLB Management and PLB Residents working together cooperatively is the best approach to eliminating the Airbnb problem at Park La Brea.”
 
Furthermore, PLB Management advised that increased monitoring on property is currently in progress to curtail this concern. 
  •  PLBRA Reports
  1. Electronic & Hazardous Household Waste Round-Up – November 16, 2019 PLBRA is pleased to report that a significant number of “Large Items” were collected at subject event. - Thank you for PLB Management’s outstanding support -                   
  2. PLBRA Annual Meeting – January 12, 2020
PLBRA is pleased to announce that the Guest Speaker at its 2020 Annual Meeting scheduled for Sunday, January 12, 2020 at 12 Noon in the PLB Activity Center Theater will be:

  •  PLB Garden
PLB Management has granted permission for the utilization of storage space in Garage # 6 for
PLB Garden equipment and supplies.

  • A/V Equipment Servicing at the PLB Theater
PLB Management has agreed to needed A/V Equipment servicing at the PLB Theater to guarantee optimal patron enjoyment.
  •  Utilization of Potentially Dangerous Chemicals by PLB Gardeners
PLB Management reported that it has “suspended use” of the potentially dangerous chemicals in question.
  •  Door Closer problem at the Activity Center (Safety Issue)
PLB Management will relocate the Door Closer in question or install a Door Stopper.
PLB Management stated that “Safety is the Paramount Concern.”
  •  PLB Gym
PLB Management reported that the PLB Gym, at the Activity Center, will be getting New Barbells and Treadmills to replace outdated / nonfunctional equipment.
  •  Lack of Adequate Notification: Significant   Increase in the price of Guest Passes for  the Gym / Pool
PLB Management stated that they will look into the matter.
  •  Frequent Elevator Malfunctions – Tower 49 (535 S. Curson Ave)
PLB Management attributes the problem to package delivery company employees propping open the elevator doors while performing their assigned duties. PLB  Management further intimated that the installation of a parcel locker program will contribute to diminishing this problem.

PLB Management advised that subject conduct causes the elevator’s control system to malfunction.

PLB Management further advised that a dedicated elevator repair technician from ThyssenKrupp is on duty Monday – Friday. 
 
In response to inquiry, PLB Management provided assurances that the elevator equipment installed during the elevator refurbishment program, which was completed in 2015, were all new items. 
  •  Curtailment of Volunteers for PLB Activities
PLB Management advised that due to various legal issues PLB residents will no longer be able to volunteer at Park La Brea Management sponsored programs or events.
PLBRA has asked that this issue be taken under review.
(Note: Insurance concerns were one of the issues involved.)

Our Purpose

The purpose of the Park LaBrea Residents Association (PLBRA) is to protect resident's rights, to provide a viable liaison with Park La Brea Management, and to contribute to enhancing the quality of life in our community. PLBRA represents the residents of Park La Brea. It is their voice in this changing community. 

The Park La Brea apartment consists of 4224 apartments and boasts a culturally diverse population ranging from 10,000 to 12,500 residents. It is located on 167 acres in the heart of the nation's second largest city. It is in fact, a small town or village.
